There was an unusual form of circus parade in some city streets. I was not sure I saw it in the streets or saw it on TV some random modern film or whatever. A few huge elephants walking along with deep roars and flogging trunks as they walk in the crowded Parade street, many unusual circus clowns and fools in different styles on the street, and some jester dolls / ornaments parade with sticks, some confetti in the air, acrobats and high in the air with clown make-up of a "happy birthday" sign to whom, or any other kind of place character in a certain way.
