The story follows Rino Rando, who has her own since the death of her mother, Chieri, if she transfers to Miyagami private academy with the recommendation of her mysterious pen pal, Mr. Poppit. Shortly after her arrival, Rino is a surprising member of the elite group of girls named the Best Student Council. Rino shows that Kanad Jinguji Miyagami private academy founded as a place where students can live free of restrictions and the Best Student Council was formed of to ensure that freedom. Best student of the Council Members will receive free tuition, room and board.
The story takes place on Miyagami private academy, a mysterious all-girl high school, the student, the Academy Miyagami Maximum Authority Wielding Best Student Council, also known as the best student of the Council (Gokujou Seitokai) Assault with their own, Covert, and the vehicle divisions. This council has more authority than the power of the faculty and staff. Best Student Council is divided into four main divisions: Executive, Assault and Covert plus Vehicle Squad. Each member of the board has its own special skill, such as special fighting techniques, information gathering, and weapons such as maps, a yo-yo, or, if Rino, her hand puppet, Pucchan. It is revealed in an early episode that no one really knows how many members are actually in the best student of the Council except the President.

Rino is the protagonist of the series and, on her first day, the title of Best Student Council secretary. Among the Best Student Council, she is the one not still a viable option or specialty. His spirit lives in the charade since Rino's mother was still alive and likely to move because of the power they put into the doll. However, Rino is not aware of this fact. He can only talk if someone put his hand puppet body, which includes all even Rino.
Kanad Jinguuji (Jinguuji Kanad?)

Kanad The Executive Director and founder of Miyagami private academy, chairman of the Best Student Council, and the future successor of the Jinguuji conglomerate. It takes a special interest in Reno and cares for her, found later at the request of the mother of Rino's, a relative of her. She is able to telepathically communicate with other people. Also worth noting Kanad is later revealed to be Mr. Poppit Rino's penpal at the beginning of the series. When Kanad was just a child, she had the desire to go to school and so Miyagami private academy was built. Eventually she found her place where she belongs and profits good friends in this school under the Best Student Council members. All students like her and admire her, in particular all members of the Council Dear student who care about her and are very loyal and dedicated to her.
After graduating from high school, Kanad returns in the last episode as the director of the school.
Nanaho is one of the two vice-presidents of the Best Student Council and the leader of the Assault Squad, using a yo-yo as her weapon. She is very afraid of thunder startled when she cries and terrible when it strikes, making people look at her strangely. She secretly has a great love for "girly" things, which can be seen from the interior of her room. This provides a stark contrast to her tomboyish appearance appearance and behavior. She was first skeptical of the idea that Pucchan was magical, but later learns that he can talk about her own hand. Nanaho is also an old friend of Kanad and protects Kanad and advice in several cases by its own free will, and not because of the commitments given to the Kinjo family Jinguuji family safe from generations ago. She has six brothers and she is the youngest of her family. However, this duty was forced her if the company was supported by her father ran the organization. She is torn between her family's company and the Best Student Council, not wanting her family or the Best Student Council leave. At the end of the episode fifteen, Kanad refuses to give up her secret to compel her Kuon (to Kuon's fun) to stay at Miyagami Academy. Mayura is overworked accountant for the Best Student Council. They is almost always busy to fit all needs of the board in the budget, and has appeared in almost every episode working with an abacus. She is always pleading with the rest of the executive its members not to ignore the needs of the budget, but has failed to listen to them until an episode centered on her. In short the rest of the Best Student Council (with Kanad exception of the President) had a forced break-up between a boyfriend and Mayura. This was justified because the man was known to date many girls at the same time. She realized when she did it for her boyfriend to see if he was a nice guy. But maintaining Mayura happy, all they started to do nice things for her, the best thing is to make care to ensure that the budget was for the following month.
Assault Squad
The Assault Squad (Ygekibu?) Is responsible for the safety and welfare of the school by eliminating potential threats. The Assault Squad get their knowledge of hazards of the secret team.
Sayuri struggles with her wooden sword with the Hida Kasseiryuu and is also the number one member of the Assault Squad. She is an old friend Rein. Before she was invited to Miyagami Private Academy, she was called a genius swordsman who inherited the pure blood of Hida. An incident that caused them a senior swordsman injuries left her permanently leaving deep feeling guilty ever since, and she sends him flowers per day. When Sayuri's glasses met, she has a hard time seeing, and ends muttering "my glasses, my glasses" without ever be able to locate them. Sayuri is noted as having a very large bust, something that her best friend is often Rein jealous.
Rein uses playing cards as her weapon of choice and is a childhood friend of Sayuri. The family took her Hida in after her father disappeared (probably because of his gambling debts). She enjoys playing card games and does not mind gambling. Rein also has a love for words, and many times she heard a sentence with a word and split three ways although they all mean the same as Sayuri when she called "an idiot, a moron and a complete ding dong ". Rein has an extremely maternal side that appears as an abandoned baby is left in their dormitories. It is said that since her father abandoned her when she was very young was allowing her to understand well how it feels to not be loved by everyone. Sometimes it refers Pucchan Senpai as a child due to her childish acts and nature. Pure cheats a lot, because she hates to lose her desire for her father. Although she said she did not like her father, claims that she would beat him if he ever came but deep down she really still loves him deep in her heart.

Covert Squad
The Covert Squad (Onmitsu?) Is specialized in intelligence gathering and performs espionage and surveillance. In the opening Kuon Ginga title sequence and Seina Katsura were initially accompanied by two secret shadows of the Covert Squad members. Seina Katsura (Katsura Seina?)

Seina is the captain of the Covert Squad and Minamo's older sister. Always seen smiling, but may be very serious if needed. Seina was first known simply as an old friend of Kanad, but is later revealed in the series to a relative of her. While Seina Jinguuji of blood, she did not inherit the Jinguuji powers, and consequently had to have her surname changed. By the end of the series, she is revealed to the new president of V, a group that the functioning of the family Jinguuji supervises and monitors the family leader (that was the main reason Kanad problems had rebelled against the family). This position was taken by Seina in a bid to help Kanad. Kuon States at the end of the series that Seina perhaps the real mystery in a Best Student Council members should be. There is no measurement is what they can do and has done countless ways to achieve their objectives.
Kotoha Kutsugi (Kutsugi Kotoha?)

Kotoha the best member of the Covert Squad and uses shurikens as her weapon of choice. Kuon watched with great suspicion and as a threat when her true identity is revealed. Later she comes to her to accept as the leader of the secret team ever seeing all the hard choices Kuon has to do her whole life. She is said to never smile, but by the end of episode sixteen she finally smiles at Kuon. Kotoha is also a master of unarmed combat and disguise, posing as the caretaker of Gotojoju-Ryou in episode 11 during a futsal match between the Council and the Best Student Kenran student. The game was later almost single-handedly won by her, despite the other team holds a huge lead in the first half of the match.
Ayumu Ohme (Oume Ayumu?)

Ayumu is Rino's best friend, classmate and one to introduce her to the best student of the Council. She was later found Oume from the clan of ninja who had them because they dislike the rules and policies that forbade her to act or dressing the way most girls would. She has a twin brother named Urato. In the episode about her, Ayumu was discovered by a talent scout and planned to enter show business as Ayu-Ayu, but bails when figuring out she would have to wear a ninja outfit. In the same episode, she also revealed that a member of the covert team also.
Minamo's sister Seina nor powers inherited from the Jinguji blood in her. She has a very rare heart condition making her physically very weak, but this is hidden by her constantly playing jokes and general acts of mischief (this includes making a mess of the school dormitories and throwing the EU imported Nanaho's teddy bear in pouring rain). She enjoys writing scripts and drawings. She was behind projects like the card game with the Best Student Council members of the student council and the (poorly received) play Space Creature from Outer Space. Although Minamo has a weak heart, she does not want others to feel sorry for her, so she constantly push herself despite her incurable disease.
Maachi Hisakawa (Hisakawa Maachi)

Maachi Hisakawa the Best Student Council accommodation 'landlord' and supervisor. Is only in fifth grade, she does not present Miyagami Private Academy classes. She is only 11 years old. Her duties at the private academy Miyagami to cook, clean and do such things, a landlord would. Maachi Hisakawa is proud of what she does, as fun and enjoyable to do what she does. Cyndi is shown only member of the squad car and speaks in a combination of English and Japanese, although its lines are usually short, like "I" and "Roger". She finds Kanad as "Boss". She is in love Pucchan, and later confesses that he (it should be Pucchan noted that she never rejected). Everyone else, however, that "He's a puppet!" Cyndi would later prove to be actually very skilled and aware the situation around her. Cyndi in episode 25 can speak Japanese (in the dubbed English version) flowing, but it was later revealed that she never spoke well because her mother (who speaks in a very rude way, just as gangsters fight) told her she was not talking right.

The Covert Squad (Onmitsu?) Is specialized in intelligence gathering and performs espionage and surveillance. For example, when a new student planning to transfer to private Academy Miyagami a background screening by the Covert Squad. In the opening Kuon Ginga title sequence and Seina Katsura were initially accompanied by two secret shadows of the Covert Squad members. Later these shadows are revealed to be Kotoha Kutsugi right (as in episode 16) and Ayumu Oume left (from episode 21).
Seina Katsura (Katsura Seina?)

Seina is the captain of the Covert Squad and Minamo's older sister. Always seen smiling, but may be very serious if needed. Seina was first known simply as an old friend of Kanad, but is later revealed in the series to a relative of her. While Seina Jinguuji of blood, she did not inherit the Jinguuji powers, and consequently had to have her surname changed. By the end of the series, she is revealed to the new president of V, a group that the functioning of the family Jinguuji supervises and monitors the family leader (that was the main reason Kanad problems had rebelled against the family). This position was taken by Seina in a bid to help Kanad. Kuon States at the end of the series that Seina perhaps the real mystery in a Best Student Council members should be. There is no measurement is what they can do and has done countless ways to achieve their objectives.
Kotoha Kutsugi (Kutsugi Kotoha?)

Kotoha the best member of the Covert Squad and uses shurikens as her weapon of choice. Kuon watched with great suspicion and as a threat when her true identity is revealed. Later she comes to her to accept as the leader of the secret team ever seeing all the hard choices Kuon has to do her whole life. She is said to never smile, but by the end of episode sixteen she finally smiles at Kuon. Kotoha is also a master of unarmed combat and disguise, posing as the caretaker of Gotojoju-Ryou in episode 11 during a futsal match between the Council and the Best Student Kenran student. The game was later almost single-handedly won by her, despite the other team holds a huge lead in the first half of the match.
Ayumu Ohme (Oume Ayumu?)

Ayumu is Rino's best friend, classmate and one to introduce her to the best student of the Council. She was later found Oume from the clan of ninja who had them because they dislike the rules and policies that forbade her to act or dressing the way most girls would. She has a twin brother named Urato. In the episode about her, Ayumu was discovered by a talent scout and planned to enter show business as Ayu-Ayu, but bails when figuring out she would have to wear a ninja outfit. In the same episode, she also revealed that a member of the covert team also.
Minamo Katsura (Katsura Minamo?)
Narrated by: Ayumi Tsuji (Japanese), Kim-Ly Nguyen (English)
Minamo's sister Seina nor powers inherited from the Jinguji blood in her. She has a very rare heart condition making her physically very weak, but this is hidden by her constantly playing jokes and general acts of mischief (this includes making a mess of the school dormitories and throwing the EU imported Nanaho's teddy bear in pouring rain). She enjoys writing scripts and drawings. She was behind projects like the card game with the Best Student Council members of the student council and the (poorly received) play Space Creature from Outer Space. Although Minamo has a weak heart, she does not want others to feel sorry for her, so she constantly push herself despite her incurable disease.
Maachi Hisakawa (Hisakawa Maachi)

Maachi Hisakawa the Best Student Council accommodation 'landlord' and supervisor. Is only in fifth grade, she does not present Miyagami Private Academy classes. She is only 11 years old. Her duties at the private academy Miyagami to cook, clean and do such things, a landlord would. Maachi Hisakawa is proud of what she does, as fun and enjoyable to do what she does. In the show, she is almost always seen a smile on her face and says little more than her trademark giggle, "tee-heh." Is that way, she is found and provided by the rest of the board. In episode 23, "Extraordinary Girl Detective Team, Rino Pucchan and directing a team of detectives to find the girl why Maachi is considered truant on Some Days. After a long day, they know why. In episode 11, "Winning Five", the whole club futsal academy Miyagami sick and the Best Student Council, provoked by rival Kenran Student Council, participate in their place. The dirty tactics Kenran Student Council gets the best of the Best Student Council Maachi volunteers themselves play. After one turn the match around to win, it was shown that it actually was disguised as Kotoha Kutsugi Maachi.
Vehicle Squad
Cyndi Manabe (Manabe Shindi?)
Narrated by: Tomoko Kawakami (Japanese), Ann McPeters (English)
Cyndi is shown only member of the squad car and speaks in a combination of English and Japanese, although its lines are usually short, like "I" and "Roger". She finds Kanad as "Boss". She is in love Pucchan, and later confesses that he (it should be Pucchan noted that she never rejected). Everyone else, however, that "He's a puppet!" Cyndi would later prove to be actually very skilled and aware the situation around her. Cyndi in episode 25 can speak Japanese (in the dubbed English version) flowing, but it was later revealed that she never spoke well because her mother (who speaks in a very rude way, just as gangsters fight) told her she was not talking right.

The anime TV series featured three pieces of theme music. The opening theme is "Koi se yo Onna no ko "(?) performed by Yukari Tamura. The first ending theme for the first thirteen episodes is" Guuzen Tenshi "(?) Performed by Gokujou Seitokai Shikkoubu. The second ending theme is "Koi suru miracle" performed by Gokujou Seitokai Yuugeki Sharyoubu and for the last thirteen episodes.
